The Zambia Compulsory Standards Agency (ZCSA) is a body corporate created by the Compulsory Standards Act No. 3 of 2017 whose mandate is to inter alia administer, maintain, and ensure compliance with Compulsory Standards.
The Agency wishes to invite suitably qualified and experienced individuals to fill the vacant positions of Manager Human Resource, Administration and Planning x1, Station Manager x 4, Senior Human Resource Officer x 1, Domestic Quality Monitoring (DQM) Inspector x2, Legal Officer x1.
1. MANAGER – HUMAN RESOURCE, ADMINISTRATION & PLANNING (ZCS03) x1
A. KEY RESPONSIBILITIES
Manages effectively human resource management functions in order to enhance staff morale and optimise utilization of human resource.
Manages effectively human resource planning and forecasting in order to maintain an optimum number of staff.
Manages effectively the human resource development functions in order to facilitate staff development and enhance performance.
Manages effectively provision of administrative and logistical support services in order to facilitate efficient and effective operations.
Manages periodically relations with Labour Unions and employees in order to maintain industrial harmony in the institution.
Manages effectively the interpretation of Terms and Conditions of Service in order to ensure compliance.

Manages effectively implementation of cross cutting programmes in order to ensure inclusivity.
Manages effectively the development and implementation of staff welfare and wellness programmes in order to promote employee wellbeing.
Manages effectively the development of work plans and implementation of the performance management system in order to monitor, evaluate and enhance performance.
Manages effectively human, financial and other resources in order to facilitate attainment of set objectives.
B. QUALIFICATIONS
Full Grade 12 Certificate.
Bachelor’s Degree in Public Administration or its equivalent
Member of the Zambia Institute of Human Resource Management
Minimum relevant experience 8 years 2 years must be at managerial level
Able to write comprehensive reports
Able to communicate effectively in English

2. STATION MANAGER – LUSAKA (ZCS03) x1
A. KEY RESPONSIBILITIES
Manages effectively inspection of imported products in order to ensure compliance with compulsory standards.
Manages timely the issuance of licences in order to facilitate importation of products covered under compulsory standards.
Manages periodically the maintenance and updating of the import inspections database in order to facilitate storage, retrieval and processing of information.
Manages timely the conduct of investigations on consumer complaints on imported products in order to address the risks and provide remedial measures.
Manages timely the development of workplans and the implementation of the performance management system in order to monitor, evaluate and enhance performance.
Manages effectively human, financial and other resources in order to facilitate attainment of set objectives.

Undertakes effectively the human resource development functions in order to facilitate staff development and enhance performance.
Undertakes effectively preparation of payroll inputs in order to facilitate payments of personal emoluments.
Undertakes effectively the interpretation of Terms and Conditions of Service in order to ensure compliance.
Undertakes effectively the maintenance of Humana Resource Information System in order to facilitate storage and retrieval of information.
Undertakes effectively the implementation of staff welfare and wellness programmes in order to promote employee wellbeing.
Supervises effectively the provision of administrative and logistical services in order to facilitate service delivery.
Supervises effectively the development of work plans and implementation of performance management systems in order to monitor, evaluate and enhance performance.

A. KEY RESPONSIBILITIES
Undertakes effectively inspection of domestic products and services in order to ensure compliance with compulsory standards.
Undertakes timely the issuance of licences in order to facilitate trade of products and services covered under compulsory standards.
Undertakes periodically the updating of the Southern Region domestic inspections database in order to facilitate storage, retrieval and processing of information.
Undertakes timely the conduct of investigations on consumer complaints for domestic products and services in order to address the risks and provide remedial measures.
A. QUALIFICATIONS
Full Grade 12 Certificate.
Bachelor’s degree in Civil /Electrical Engineering
Member of a relevant Professional Body
Minimum relevant pre-job experience 2 years
Able to write technical and analytical reports
Able to communicate effectively in English

8. LEGAL OFFICER – LUSAKA (ZCS05) x1
A. KEY RESPONSIBILITIES
Undertakes effectively the prosecution of offences under the Act in order to enforce compliance to compulsory standards.
Undertakes effectively litigation involving the Agency in order to ensure the realization of its interests.
Undertakes timely the preparation of contracts, other legal agreements, MOUs and standards in order to ensure compliance with the Law and safeguard the interests of the Agency. (to move to senior legal officer and above)
Undertakes timely the drafting of legal opinions in order to facilitate compliance with the Law.
B. QUALIFICATIONS
Full Grade 12 Certificate.
Bachelor of Laws Degree
Advocate of the High Court
Member of the Law Association of Zambia
Minimum relevant pre-job experience 2 years
Able to write comprehensive reports
