    Position Summary

    MCA-Zambia II seeks to appoint an exceptional and accomplished legal executive as General Counsel.

    This is a pivotal leadership role at the intersection of governance, strategy, and programme delivery.     Key Duties and Responsibilities

    1. Analyze the legal frameworks and requirements applicable to MCA-Zambia II to determine and create strategies, policies, and recommendations for avoiding or mitigating legal and regulatory risks or to ensure compliance with relevant laws throughout MCA-Zambia II’s programmatic and operational activities.
    2. Oversee the provision of legal services by internal and external legal counsel.
    3. Act as Company Secretary including advising the Board and management on corporate governance matters, establishing and implementing procedures for Board and management meetings and ensuring that Board meetings and actions comply with the requirements of the Compact, all related agreements, Zambian law, and the relevant governing documents of MCA-Zambia II.

    5. Advise MCA-Zambia II’s management (the CEO, directors, and managers) and other staff on the legal implications of employment, procurement, and financial activities on the implementation of the Compact’s projects.
    6. Represent, or manage the representation, of MCA-Zambia II before courts, regulatory and administrative bodies, as well as in arbitration and other proceedings and defend/protect its interests.
    7. Monitor the implementation of MCA-Zambia II’s activities to ensure that legal and regulatory requirements are complied with and emerging legal risks are anticipated and addressed throughout the Compact’s term.
    8. Support the development of policies and practices that build an ethical and legally well-informed culture within MCA-Zambia II consistent with Zambian law and MCC’s standards on anti-corruption, transparency, and accountability.
    9. Identify and advise on incidents of fraud and corruption, conflicts of interest, and other corporate governance matters arising during the implementation of the Compact. Draft, advise on, and negotiate all types of contracts and legal agreements to be executed by MCA-Zambia II to implement the Compact. Develop legal agreement templates for MCA-Zambia II.
    10. Determine the need for additional legal experts (including outside counsel), identify possible sources, assist the Procurement Director in procuring such experts, provide recommendations on legal tasks that should be outsourced to an outside counsel, and manage such outside counsel.
    11. Review legal aspects of programmatic deliverables required by the terms of the Compact and related agreements to ensure legal sufficiency and the proper and timely delivery of such deliverables.
    12. Oversee the recruitment of the Legal Manager and Legal Officer or Paralegal and provide supervisory oversight of the legal team to ensure effective and timely delivery of departmental key performance indicators and responsiveness to emerging legal issues.

    Education and Professional Standing

    • Bachelor of Laws (LLB) or equivalent
    • Admission to the Zambian Bar with a valid practising certificate

    Position Summary

    MCA-Zambia II seeks to appoint a skilled and experienced grants professional as Manager, Grants.

    The Grants function supports MCA–Zambia II in managing grants awarded under the Compact in accordance with the MCC Program Grant Guidelines (PGG) and the terms and conditions of Grant Agreements. The Manager, Grants is responsible for managing the day-to-day implementation of the MCA–Zambia II Grants Programme. This includes ensuring that MCA–Zambia II and its Grantees comply with the PGG and applicable Grant Agreements, advising the Director, Procurement and Grants on the performance of each Grantee, managing grant award and administration processes, and providing technical guidance to support the Grants team in fulfilling their respective roles. The timely, compliant, and transparent management of the Grants Programme is essential to the integrity of MCA–Zambia II’s programme delivery and to achieving the development outcomes of the Compact.

    Key Duties and Responsibilities

    Grant Programme Management

    • Manage diverse aspects of implementing the Grants Programme in accordance with the PGG, including managing approvals as set out in the PGG Approval Matrix and Grant Award Procedures in the Grant Operations Manual.
    • Manage reviews and submissions of requests to waive any provision of the PGG; ensure each Grant Programme is well explained, justified, and approved by MCC.

    Education

    • Minimum of ten (10) years of progressively responsible professional experience in the management of project(s) requiring procurement of goods, works, and services; managing or supervising a team of procurement professionals; and managing procurement operations supporting a multi-million-dollar project.
    • At least five (5) years of leadership experience managing complex, donor-funded programmes and multidisciplinary teams.

    • Support effective onboarding processes, orientation training, and transitioning of new staff to MCA-Zambia II.

    Performance and Development

    • Assist in developing effective processes for objectively and transparently evaluating employee performance.
    • Facilitate employee performance management processes, including goal setting, performance appraisals, and professional development planning.
    • Facilitate team building activities.

    Documentation and Reporting

    • Document all human resources and administrative activities and issues to support audit, monitoring, and reporting, and to sustain the different processes/services and strengthen transparency and accountability.

    Other Duties

    • Perform other duties as assigned by the Manager, Human Resources and Administration, consistent with the position.

    Required Qualifications

    Education

    Bachelor’s degree in Human Resources, Business Administration, Office Administration, or a related field.

    Experience

    • Minimum of five (5) years of experience in executing human resources functions, delivery of workforce management services and administering other human resources processes, and/or building/facilities management, procurement services, and/or travel and logistics functions.

    Knowledge and Skills

    • Basic knowledge of Zambian labour laws and human resources regulations.
    • Ability to follow and apply established human resources and administrative procedures and guidelines.
    • Experience with general human resources and administrative tasks such as recruitment support, record-keeping, and logistics coordination.
    • Good written and verbal communication skills in English.
    • Proficiency in MS Office applications.

    • Attention to detail and accuracy in completing assigned tasks.
    • Ability to organise  work and meet deadlines.
    • Team player with good interpersonal skills.

    Preferred Qualifications

    • Professional certificate in human resources or a related field (e.g., ZIHRM, SHRM, or equivalent).
    • Experience in a donor-funded or public sector environment.
    • Proficiency in a local language.
